Operations Manager

Department: Operations
Reports To: Vice President and Chief Operations Officer
Summary: Directs and coordinates activities of the operations department to obtain optimum use of equipment (including an adequate return on each piece of equipment), facilities, and personnel by performing the following duties personally or through subordinate supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
·Confers and cooperates with other members of the Leadership Team in formulating administrative and operational policies and procedures. Is a member of the Leadership Team.
·Reviews and analyzes expenditure, financial, and operations reports to determine need for increase in rates or tariffs, expansion of existing schedules, or expansion of routes.
·Prepares recommendations for management evaluation.
·Recommends capital expenditures for acquisition of new equipment to increase efficiency and services of operations department.
·Approves requisitions for equipment, materials, and supplies within limits of department budget
·Works with Controller to negotiate contracts with equipment and materials suppliers.
·Oversees the purchase of equipment, accessories, and supplies in a timely fashion to meet the needs of Operations.
·Oversees fleet management, fleet maintenance, fleet planning, and the dispatch of Driver Representatives and equipment.
·Oversees the efforts necessary to ensure that all equipment (i.e. tractors, trailers, Quallcom, etc.) and accessories (i.e. blankets, straps, decking materials, etc.) are maintained in good working order.
·Ensures that adequate equipment and accessories are available to complete each Customer order.
·Ensures that picks up and deliveries occur in a timely manner with a minimum of damage in accordance with to guidelines established by the Leadership Team.
·Works with the Leadership Team to set pre-planning guidelines and targets. Ensures that those objectives are met.
·Oversees compliance with all safety regulations and ensures the safe operation of the entire fleet.
·Enforces compliance with administrative policies, procedures, safety rules, and governmental regulations.
·Oversees driver recruitment, selection, and training.
·Ensures fair and equitable treatment of Driver Representatives (including work scheduling, pay standards, discipline, etc.)
·Monitors and controls driver turnover, keeping it within acceptable guidelines as determined by the Leadership Team.
·Establishes and administers a driver communication system which regularly provides information to all Driver Representatives (i.e. policies, procedural changes, etc) and actively solicits information from Driver Representatives (through formal surveys, informal surveys, exit interviews, etc.) about potential improvements to operational systems.
·Oversees all management information systems activities to ensure that computer equipment is fully operational and that all Team Members are properly trained in the use of all computer hardware and software.
·Monitors the degree to which Team Members, both in-house and in the field, use computer and software resources in order to encourage optimum usage of those resources.
·Oversees the interaction between company operations and Customers.
·Directs investigations into causes of customer or shipper complaints and responds accordingly.
·Oversees most Customer development activities.
·Oversees the activities of the Metro Division.
·Oversees the activities of the Cargo Connection
·Oversees facilities planning. Ensures that the implementation of those plans is adequate for current and future office staff needs and for current and future yard needs.
·Oversees physical moves to other facilities. Ensures that all pre-move hook ups (i.e. electrical, telephone, computer, etc.) are completed in a timely fashion.
·Ensures that Operations records are maintained and that Operations reports are distributed in a timely manner. Necessary records include but are not limited to the following: condition reports of equipment, accessories, and supplies; equipment maintenance; driver statistics (i.e. turnover, selection records, training records, exit interview results, etc.); Customer-related information (i.e. complaints, damage, timelines of pick ups and deliveries, etc.)
·Monitors costs and actively searches for cost saving opportunities
·Ensures that the Operations Manual is up-to-date and available to all Team Members.
·Fosters an environment of teamwork and cooperation within Operations. By example, demonstrates teamwork and cooperation throughout the company.
·Strives for continuous improvement in all aspects of the company's operations.

SUPERVISORY RESPONSIBILITIES Directly supervises the Safety Director, MIS Support staff, Driver Recruiter/Benefits Administrator, Fleet Planner/Dispatcher, and Customer Development Representatives. Indirectly supervises over-the-road Driver Representatives, Metro Driver Representatives, and Yard Maintenance personnel.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. ·The Operations Manager must have and be willing to maintain the technological competency necessary to manage a transportation service operation.

·Must possess the analytical and problem solving skills necessary to perform the job.
·Must be able to use the following software: Windows 95 Platform software, TMW, PCMiler Mileage, Qualcomm Communications software, Geo Plan Integration Software, Goldmine Contact Management software, MS Word Word, MS Excel, Winfax Equipment postings, DAT Load postings, DAC Screening services, and Drug/Alcohol DOT compliance software

EDUCATION and/or EXPERIENCE A high school diploma with additional relevant formal education or equivalent experience is required. Management experience is required. Direct experience in at least two areas under his/her supervision, preferably fleet management or dispatch, is required.

LANGUAGE SKILLS Strong communication skills, both verbal and written, are required.

MATHEMATICAL SKILLS Average math skills are required.

REASONING ABILITY The Operations Manager must have strong reasoning ability. He/she must be able to analyze problems, identify alternative solutions, select and implement the best alternative, and communicate the logic behind the decision to others.

CERTIFICATES, LICENSES, REGISTRATIONS None are required, a commercial over-the-road driver's license is desirable.
